dc.description.abstract The purpose of this study is to explore the requirements and preferences for developing an Open Educational Resource (OER) platform, particularly targeting users in developing countries such as Laos and Cambodia. The research aims to identify barriers to OER adoption and investigate the features and support mechanisms that can make the platform accessible, inclusive, and sustainable. Data were collected through a survey distributed to 29 participants, including educators and trainees from Laos, Cambodia, Malaysia, Estonia, and Czechia. The survey consisted of demographic questions and items exploring accessibility, content preferences, technical constraints, and inclusivity needs. The responses were analyzed for frequency, percentage distribution, and qualitative insights. The findings reveal significant barriers to OER adoption, including limited internet connectivity, lack of localized content, and language challenges. Participants emphasized the need for multilingual support, offline access, and features promoting inclusivity. Video tutorials and interactive quizzes emerged as preferred content types. Additionally, sustainable platform features, such as ease of use and local educator involvement, were highlighted. Developing an OER platform for users in developing countries requires addressing cultural, technical, and educational barriers. By incorporating user feedback and focusing on inclusivity and sustainability, the platform can effectively support equitable education and align with Sustainable Development Goals. eng
